Is it wrong to say that cultures are just more primitive or advanced than others?

In the late 1600s Europeans used to burn and execute women for witchcraft and heresy.

In Medieval times European countries were disease ridden and rape and senseless crime were common, much like many third world countries are today.

Today In Saudi Arabia there are public executions for heresy, women have limited rights, and in many Muslim dominated countries peaceful demonstrations lead to violent religious protests.

We all know it won’t be like In 500 years.

In Africa Stone Age undeveloped places today will be going through religious fundamentalism and suicide bombing in 500 years, and will probably have a real semblance to 2018 western culture In the future.

Can we just say that cultures and civilizations are not Better or worse, but at different stages of development?
